Selling or Buying accounts will be banned??

i been playing for like a month now and some people are selling their account...

and some people with vips are selling their accounts and planning on quitting the game for some reasons...

and the GM said that you will be banned if you sell or buying an account?

just wanna know if this is true?

and if its true can i ask what ground and why will they be banned? i mean those people are the one who spend their money in their character... i think they have the right to sell it or do whatever they want... right??
