You know, I don't like to experiment, especially when it comes to technology. I am well aware that I can press the wrong button and everything will just burn out in an instant, and for me, my computer is not only a way to relax while gaming, but also a tool for work. That's why I would trust the professionals to configure FPS in CS 2, but one important point is that my components meet the minimum requirements. I hope there is a detailed tutorial on this, maybe you have one?
