A lot of people noticed the UPS SurePost delivery changes after UPS started handling more final-mile deliveries instead of transferring every package to USPS. It does seem to improve tracking consistency in some areas, but USPS employees are probably seeing workflow changes because of it too. I found some useful employee updates and postal access info through the USPS Liteblue Portal which explains a few USPS-related service and internal update topics pretty clearly.
