After shopping, I visit kroger.com/feedback to enter the kroger survey, submit the receipt information, and within a day or two, 50 fuel points are added to my account. It only takes like 5 minutes. I once even mentioned how messy the dairy section was, and I swear the next week it was spotless. So yeah, it works and they actually listen sometimes!
