If you are referring to the newbie pack code it will only work on S1-5

Why does the Newbie Pack Code only work for the First few servers? Why not all?

Because only the first 5 servers were opened on the AMZ servers by AMZ, the rest were opened by GTA so the codes do not work with their server system
