CoE has a city system where players belong to a city. The Election system can be found by clicking on the city icon at the bottom of the game screen, do not click on the secondary icon for the clan
A city can be leveled up to unlock technologies. The leaders have limited options with leveling up the city and unlocking the new technologies.
Level 1 city has HP and atk
Level 2 city has def
And so on as cities are leveled up
Each city has 4 players that are leaders of the city, they are elected by the players using a vote system.
This means that the 4 top players voted for, are given positions that allow them to make choices like leveling up the cities. The leaders also have the benefit of access to special mounts as a benefit of office.
