I have just checked the server and its working correctly.
Black screens can mean a issue with flash player not working correctly, so try another browser

tried different browsers.my Pest control is stuck on 15:25 and wont reset. cant do elections, cant do arena,cant access my eidelons,cant access clan events, cant enter my home city............. dont think it is flash related

thats seperate to having a black screen at loading....
the rest of the information you provided, points towards a known issue that can randomly affect players. sometimes it is fixed by clearing cache and cookies, other times it is a dev fix,... the devs are on holiday because of the chinese new year so I can not get them to check it at the moment

if we had the answer to that, we would be wise men....
flash player is a program that exists on the players pc and is known for a number of unsolvable issues...... one of them is flash player crashing.... even abode often does not have any idea why it happens so they say remove and reinstall flash player.....
most browsers and sites are moving to HTML 5, a faster more stable way of rendering images for people without the headaches of flash player

I need the character and server please.
The problem with black screen issues is they may be happening player side and when that happens we can not find the cause. A full black screen can be a sign of a issue with the flash player plugin, players will not get a error message as flash player does not generate one, also that issue can be caused by a browser / flash player update... and players may not always be aware they have updated.
one thing that may work is removing flash player and reinstalling it but that does not always work
