Bugged improvement chencery

I need help . I have bugged improvement of chencery I have the necessary materials but I can not improve.
When I bought Anti Cavalary Scroll, an icon like Anti Archer Scroll popped up for me.
I do not know what's going on, it stops me from developing. Please help.

The requirement for clearing a area is based on doing any sub quests or areas to unlock the area you want to do...


like you can do somnor at level 165 but do you have any other quests that need completing first.


As for the chancery thing, I need more information so I can report it, please.

I do not play the game so I have to rely on the information you give me

When I click on the unlock button or
to improve any chencery skill,
I get the message "This function
is not available yet" although
I have all the necessary materials:


And also I have a bugged picture of Anti Cavalary Scroll in Warehouse

And it's possible that this error may be the problem.

I wonder if this error will ever fix.
Because if not then the further 
game doesn't make any sense. 
Because if they introduce a 
new general to the improvement, 
I will not be able to improve it because 
I will need improved chencery
