Inv says it's Menoe's emblem, but skills can't be upgraded.
Interestingly, in pantheon, it appears as Nut's emblem. but not in her Hero screen.

Thats a bug that has been resurfacing since in testing, its random and does not affect all players but yes the two most common affected, are nut and menotius
Its been reported but at this stage, there is no word on what is causing the issue
