I have fixed the bug for you.  

Once the skill CD down to 0 - the other skills are not able to use due to some unknown specific reasons.

This was reported over a month ago and apparently you guys been looking into it and it can take a long time to fix. you told me this were known issue and it have been reported previously from other user in other servers as well. It have been a while so i have fixed it myself.

The nature of the bug is that two or more skills can not trigger at exactly the same time. There is a way around it and thats not to reduce the skills down to 0.0 (0%) but leave one at .1 and another at .2

The visual effects will not always run because they take 1-2 seconds to complete and when you are firing skills at 0.0 (% ) it can cancel the visual effect out simply because it takes too long to run...

Even with a 0.0 (0%) CD in Q and W skills they can still work something I spent a week testing and checking. It will not work with every fight. It comes down to each individual fight and if the skills fire at the same time or fire slightly out of sync which will give you the Q firing each time and the W firing every third time.

Different elemental skills are effected differently like the warrior fire skills work differently to the mages fire skills so its a issue that is also very complex and not a simple fix

Perhaps we could implement the ability to change the CD rate of each skill by .1 - .9 [up down arrows to cap!] that way we can set up a fighting system that will work, and is tailored to our needs!

Actually if you get the skills down to .1, .2 and .3 it can still mess up the skills......because the skills can take longer than .1 of a second to run....

But as has been said, it affects different elements differently because some are immediate damage and others are damage over time.
