It's because your Q skill is at 0 cooldown. You'll have to play around with the autocast, but you effectively only have 2 skills you'll use while afk from now on. Also, your Q skill is technically working; turn settings to high and you'll see that your character is spamming Q every chance it gets.

thank you for the response. Yes i see my Q skill casting during afk when i set resolution to high. So I can only use now 2 skills during afk.

Is it advisable not to upgrade the skill CD at this time until they have fixed this?

I'd say keep it at 0.5 seconds to be safe. The only way you can "re-enable" W is by removing Q from autocast (you'll use W and E). Otherwise, you're stuck with Q and E.

The other thing you need to look out for is if you decide to keep your skills at ~0.5s CD and you end up unlocking wings that reduce CD by a large amount right off the bat (ie. hypno wings with its -20% to Q at lvl 1), it may push your other two skill cooldowns to 0%. So to answer your question, you should be fine with upgrading skill CD passives since the biggest reductions in CD time come from wings.
